dc.descriptionForty-four countries signed the agreement to establish the African Continental Free Trade Area in Kigali on 21 March 2018, to create a single market, the free movement of goods, people, and services, and a single currency union. Many expectations have been placed on the Free Trade Area, given that it is estimated to cover a market of 1.2 billion people and a gross domestic product of $2.5 trillion in all 55 member states of the African Union. Creating a single continental demand for goods and services, with the free movement of business persons and investment, would accelerate establishing a continental customs union and ensure Africa’s competitiveness in the global economy. However, for Africa to reap the full benefits of the agreement, some enablers have to be in place. An important one is a capacity required for the ratification and implementation of the agreement after the signing. As the African Union’s specialized agency for capacity building, the African Capacity Building Foundation is particularly concerned that the agreement may follow several others that have not been ratified by a critical mass of member States or effectively implemented, owing to a lack of implementation capacities at the national, regional, and continental levels. In this regard, the African Capacity Building Foundation organized this high-level panel discussion that focused on the capacity imperatives for implementing the African Continental Free Trade Area agreement and the need for a coordinated capacity development program to implement it.en
