A high-level thematic debate on Empowering the Poor by H.E. Mr. Benjamin Mkapa, Former President of the United Republic of Tanzania; and Growth, Employment, and Poverty, by Professor Adebayo Adedeji, Chairman of the APRM Panel of Eminent Persons; was held in the second session. The high-level thematic debate was animated by internationally recognized personalities and focused on three pressing issues, namely: Empowering the Poor, Climate Change and Development, and HIV/AIDS.
